QoS does not restrict traffic

Hello,
I have programmed a firewall rule and applied a QoS property to it, however nothing seems to happen.

The QoS settings are;
Input min: 0
Inout max: 15
Output min: 0
Output max: 15

The firewall rule is created using two groups. one group contains some local hosts, and the other group contains remote hosts on another zone.
When i apply the QoS to the firewall rule which permits traffic between these groups, nothing happens!

The hosts are still allowed to send data as fast as they like, above the 15kb maximum set.

Die Firewall-Regel ist mit den beiden Gruppen. Eine Gruppe enthält einige lokale Hosts, und die andere Gruppe enthält Remote-Hosts auf einem anderen Gebiet.
Wenn ich die QoS für die Firewall-Regel erlaubt, die den Verkehr zwischen diesen Gruppen, passiert nichts!

Die Gastgeber sind nach wie vor erlaubt, Daten zu senden, so schnell, wie sie wollen, über dem maximal 15kb.

Someone please help!

I am trying to restrict / throttle traffic from / to a specific machine, but QoS does not seem to do anything, the machine in question is using all the bandwidth!

Ich versuche zu beschränken / Gas-Verkehr von / zu einer bestimmten Maschine, sondern QoS scheint das nicht zu tun, die Maschine in Frage ist, mit allen die Bandbreite!

I have a rule that defines access between an internal machine and a machine on another zone with QoS defined.

I am wondering if the 'bandwidth limiting' / 'traffic shaper' is not working because I also have an 'outbound allow all' rule that also matches, without QoS set???

I have tried changing the order of my rules, but this has not helped.
